Paul, who joined the firm in 1999, is licensed in Pennsylvania and Maryland. Paul practices in the areas of government relations, business and non-profit law. contracts, estate planning and administration, trusts, real estate, land use and municipal law. He represents municipalities and clients appearing before municipalities. Paul served ten years in the Pennsylvania House of Representatives where he authored five bills signed into law, frequently spoke on policy matters and regularly appeared on TV and radio programs. Prior to serving in the House, Paul was a member of the Greencastle Borough Council. In 2008-09 Paul served a special appointment to the U.S. Department of State as a member of a Provincial Reconstruction Team working with local governments in Iraq. In addition to his legal practice, Paul has also taught college and continuing legal education classes in ethics and business.  Paul and his wife Lucy live in Greencastle and are active members of St. Mark Catholic Church. They have six children, most of whom are grown.
